Job Description
The Senior Principal Technical Program Manager coordinates all aspects of network-specific projects from initiation to delivery. Projects are focused on the network design, delivery, and migration efforts for our hosted tenants to the next generation cloud infrastructure. The successful candidate works backward, starting with the customer and focuses on requirements gathering; has a passion for solving difficult and often ambiguous problems in a collaborative, agile work environment, a curiosity about creativity and innovative thinking, can lead a conversation with Network Development Engineers, Cloud Architects, and Software Developers, influence stakeholders to arrive at the accurate outcomes, and finally has a good sense of empathy for both customers and engineering teams.

Responsibilities
- Work independently with multiple teams to successfully manage difficult, cross-functional Cloud Networking projects while exceeding expectations and delivering high quality results.
- Partner with stakeholders and/or managers to secure resources, scope builds, set project priorities, milestones, and drive delivery to meet program goals.
- Adept at transforming ambiguous instructions into clear, consistent, and accurate plans.
- Competently represent your team’s processes and goals, including making improvement recommendations, to technical and non-technical customers and other teams.
- Ensure that project scope is kept under control while accelerating progress by driving crisp and timely decisions, identifying, and clearing blockers, and escalating appropriately.
- Own written and verbal project communication by providing consistently clear, timely, and concise information to team members, leadership, and stakeholders.
- Proactive at identifying risks and mitigation plans before they become roadblocks.
- Consult with and guide Global Industry Units and Oracle Health groups to migrate legacy environments to next generation Oracle Cloud Infrastructure.
- Ensure Financial efficacy through optimal “right sizing” of infrastructure and cloud service components.
- Assist Audit/Compliance Engineering partners with vulnerability risk assessment and remediation plans.
- Drive effective teamwork, communication, collaboration, and dedication across Oracle’s Infrastructure Engineering Services (IES) Cloud Services group and other key partners.
- Help define and deliver sophisticated programs with competing priorities by influencing roadmaps and priorities of key partners.
- Work with multi-functional teams to establish and maintain our roadmap, setting appropriate expectations and ensuring our product and services meet our high operational excellence standards.
- Demonstrate flexibility and resilience in response to changing or ambiguous situations, advising changes through appropriate review and approval mechanisms.
- Extensive experience in Network Lifecycle Management of Hardware and Software with a focus on End-of-Life Support and the complex planning and execution required to always maintain network compliance.
- Expert level knowledge of network hardware deployments, understanding the process of physical hardware receiving, deployment and logical configuration, including the importance of monitoring and asset management.
- Candidate must be able to demonstrate financial budgeting and ability to work with finance organization, regarding CAPEX and OPEX expenditures for fiscal year planning and multi-year fiscal forecasting.
- Network Capacity management and Circuit Delivery experience focusing on last mile connectivity, cross connects, LOA and circuit turn up troubleshooting.
- Manage team/organizations scrum process via daily/weekly planning and meetings.
Experience needed to succeed in this role includes:
- 10+ years of experience Software Development Lifecycle Process, software testing standards, practices, methods and tools, Release Management, and Operational processes.
- Demonstrated professional maturity, sound judgment, negotiation and influence capabilities, analytical prowess, and exceptional leadership abilities.
- 10+ years of experience of experience managing large-scale technology-driven projects, with a PMP certification being advantageous.
- Excellent organizational, presentation, verbal, and written communication skills.
- Proven experience collaborating with C-level and line-level stakeholders within a large enterprise to establish and maintain roadmaps, manage expectations, and uphold the highest standards of product and service excellence.
- Adept at thriving in collaboration with both internal and external organizations and individuals.
- Proficient in project management software such as Microsoft Office, Visio, MS Project, MS SharePoint, Jira, and Confluence.
- Possess expertise in operational and workflow monitoring, response procedures, and reporting to ensure timely and efficient deliveries, with a focus on continuous improvement.
- Skilled in Agile, Scrum, and Kanban methodologies, with Certified Scrum Master credentials being a plus.
- Capable of transitioning between traditional waterfall project management and Scrum methodologies.
- Actively engaged in Cloud services deployments with strong familiarity with cloud concepts, terminology, and tech stacks.

US: Hiring Range in USD from: $109,200 to $223,400 per annum. May be eligible for bonus and equity.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle’s differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
