The Sr. Proposal Manager works with the Optum Insight State Government Solutions team to develop high-quality, compliant, compelling proposals. This includes managing the proposal process from start to finish. The ideal candidate must be able to think tactically, critically and strategically; build great partnerships with internal stakeholders (Capture Managers, Sales, Legal, Finance, etc.); and effectively manage a proposal. This candidate must be able to collaborate within a deadline-driven work environment. The abilities to manage and communicate at all levels, meet tight deadlines, commitment to teamwork, detailed follow-through, and a positive demeanor are essential keys to success in this role.

Primary Responsibilities:

  • Delineate the specific responsibilities. Know that what you state here may be somewhat repeat of the previous section and should also overlap with the information you note in the next section
  • The ideal candidate must be able to independently manage complex proposals. to include:
    • Effectively manage the full lifecycle of the RFP, inclusive of the PMP, kickoff meeting, writers assignments and calls, scheduling, proposal structure, compliance, coordination of all response templates, and review cycle coordination, color team reviews, formatting/editing, production, etc.
    • Analyze RFP documents and ensure the proposal structure complies with the RFP requirements
    • Track and report the status of all the proposal elements during writings call
    • Facilitate draft reviews and debriefs (pink/red team, debrief and recovery)
    • Establish and enforce the proposal schedule and update as needed
    • Remain current on all solicitation amendments and communicate them to the team
    • Ensure proposal compliance, checking all the section templates for compliance regularly through the proposal cycle
    • Anticipate potential trouble areas and work with the capture team to provide solution as they arise
    • Collaborate with various stakeholders, including, capture manager, subject matter experts, production team, contracts, finance, legal and sales
    • Participate and contribute to process development (Coaching sessions, storyboards, etc.)
    • Create a proposal management plan that includes all RFP sections and a calendar with all deadlines
    • Communicates and coordinates with Capture Manager to understand client strategy and associated win themes, overall story, features and benefits of the proposed solution
    • Help lead and facilitate coaching session/storyboard calls to include client strategy, themes, and discriminators are reflected in the writing plan
    • Manage question submission to the government in coordination with legal team
    • Communicates and coordinates subcontractors involved with the proposal writing and data calls as needed
    • Set up meetings and schedules; record and distribute meeting minutes; record, distribute, and maintain action items; and prepare all documentation independently
    • Assemble the original documentations, which are used to print the reproduction of the proposal, qualifications document, and/or presentation materials
    • Create, gather, and organize information from many sources; transmit data to appropriate support group; and ensure the timeliness and compliance of the final product
    • Track and report the status of all proposal sections

Required Qualifications:

  • 7+ years of proposal management experience with State Government Proposals
  • Experience in and ability to preparing documentation for kickoff shortly after RFP release
  • Experience creating a proposal management plan that includes all RFP sections and a calendar with all deadlines
  • Experience in and ability to manage the proposal schedule and tasks within from start to finish, including but not limited to scheduling kickoff meetings, writers calls, writers assignments, proposal structure, coordination of response templates, review cycle coordination such as color team reviews and white glove review
  • Experience in scoping work; able to prioritize assignments and accurately assess time needed for draft reviews and debriefs (pink/red team, debrief and recovery)
  • Experience in applying a style guide and advanced word formatting; know how to apply various styles within Word and now to apply styles based on branding
  • Effective in team collaboration; facilitating coaching sessions and storyboard calls to ensure that client strategy, themes, and discriminators are reflected in the writing plan
  • Experienced in taking initiative proactively, such as staying current on all solicitation amendments and communicating them to the team
  • Proven excellent communication skills (oral and written), time management, such as collaborate with various stakeholders, including, capture manager, subject matter experts, production team, contracts, finance, legal and sales
  • Ability to prioritize effectively/efficiently, such as enforcing the proposal schedule and update as needed
  • Adept reading comprehension skills and ability to ensure proposal compliance, checking all the section templates for compliance regularly through the proposal cycle
  • Proven impeccable writing skills
  • Ability to quickly analyze and understand complex State RFP documents and ensure the proposal structure complies with the RFP requirements
  • Advanced levels of experience in Microsoft Office Suite (Word, PowerPoint, Excel, SharePoint, etc.) and in Adobe Acrobat and MS Teams; comfortable creating templates, editing templates, creating a PMP in Excel for tracking purposes and creating PowerPoint slides for various instructions and working within Teams and SharePoint
  • Ability to communicate professionally and effectively with the various stakeholders including capture manager, subject matter experts, production team, contracts, finance, legal and sales

Preferred Qualifications:

  • Shipley Certification
  • APMP Certification

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable. In addition to your salary, UnitedHealth Group offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
